The upcoming Commissioners’ Court meeting, set for Tuesday at 10:00 AM at the Courthouse Annex (1010 East 8th Street), includes an agenda item to “consider and take action on a resolution approving and authorizing publication and posting of notice of intention to issue certificates of obligation.” This signals their intent to issue up to $325 million in debt to support both major construction projects.

This latest development is in addition to the $25 million in certificates of obligation issued in 2020 to fund the Ector County Juvenile Detention Center project, which has been plagued by numerous challenges since its inception. Originally planned as a 64-bed facility, escalating construction costs and difficulty in securing bids forced the county to scale the project down to a smaller 32-bed facility, which lacks post-adjudication capabilities. The cost for even this reduced facility has ballooned, with estimates now ranging between $46 and $54 million—far exceeding the original budget.

Although it has been eleven years since Ector County voters rejected a $95 million bond proposal for a new courthouse, only recently have the Commissioners revisited discussions on the need for such a project. Initially, the plan was to bring a new proposal to voters for approval next year. However, it now appears that Commissioners are prepared to bypass voter approval entirely, despite having provided no details regarding the courthouse’s design, specifications, costs, or proposed location.
